摘　　要：本文在宁夏原州区与贵州关岭县退耕还林项目实施状况调查研究的基础上,运用公共政策评估的理论方法,对我国退耕还林政策的目标、制度机制、政策执行及其效果进行了全面分析和评估。提出了进一步完善我国退耕还林政策设计、规范项目各环节实施程序的政策建议,对保证我国退耕还林项目的成功实施及其生态环境建设成果巩固具有重要的参考价值。Based on the investigation and research on the project implement of reverting cultivated land to forests in Yuanzhou District of Ningxia and Guanling Cotmty of Guizhou, this article gives an overall .analysis and evaluation to the target, system mechanism, the policy performance and its results of reverting cultivated land to forests. It also puts forward the further suggestions to the policy design of reverting cultivated land to forests and regulating the project procedure of our country. It has the important value to guarantee the successful implement of reverting cultivated land to forests and strengthen the ecological environment construction.
