再析国企在竞争领域进退的几个问题

摘　　要：目前,地方国有企业改制面与退出竞争领域的比例已超过80%￣90%,国有企业存量结构实现了重大调整。在淘汰劣企的同时,应重视和发挥优势国企在本行业中“关键少数”的引导和调控作用,国企内部改制工作一方面要注重产权关系的调整,另一方面应进一步提高国企的授权经营能力和创效能力,而对地方国有企业的进退,则应以其在本行业中能否健康发展为尺度适度发展。At present, the proportion of the system transform of local SOEs and their retreat from the competitive fields has surpassed 80poreent to 90percent and the SOE＇s structure of assets witnessed a profound adjustment. The emphasis should be given to the ＂key minorities＂- advantageous SOE＇s roles of guidance and control in the progress of washing out the disadvantaged finns. In the internal reform of the SOEs, attention should be given both to the adjustment of property rights and the capabilities of authorized management and the efficiencies. The key point determining the advancement or retreat for the local SOEs should lie in whether they could have the healthy development or not in their related industries.
