摘　　要：In his theory of structural realism,Kenis Aoers considers that in the nongovernmental international system,the distribution of ability among nations judges the international political structure.The theory provides the notion of international political structure,offering the theoretical foundation for international political structure.In the structure of national power,only the military force can affect the national action and systematical structure essentially,and it is the main criterion to decide Pole.In his theory of structural realism, Kenis Aoers considers that in the nongovernmental international system, the distribution of ability among nations judges the international political structure.
