摘 要:以铁路建设可行性研究阶段的线路方案比选为目标,对铁路建设环境影响展开了经济分析,运用环境经济学的有关理论方法,在综合比较的基础上,选定适合铁路建设特点的环境影响经济分析方法,并对其货币化表示方法进行归纳总结.在此基础上,分析了铁路在选线过程中对景观、噪声、生态这三方面造成的影响,采用了定性定量相结合的方法,用以评估线路方案环境影响造成的经济损失,便于决策者更直观地认识到各个线路方案在环境影响方面的差别,最后在宣杭线增建第二线工程中进行实例应用.The paper studies the alternative environmental impacts from economic aspect in the process of alternatives selection during feasibility study stape. By comparing and analyzing the related methods, some economic analysis methods are adopted to evaluate the cost of alternative environmental impacts. The monetized methods of environment impacts are generalized. The environmental impacts including landscape,noise and ecology in the course of railway location are analyzed apart from the computed formula that is taken to evaluate the cost of alternative environmental impacts in railway location in monetizing environmental impacts are put forward, which makes the difference among different alternatives environmental impacts more clearly. Finally, the results are practically applied in the second project in Rebuilding Xuan-hang Railway.
