农业科技推广体系的“三重螺旋”制度创新——以宝鸡市农业专家大院为例

摘　　要：在经济体制改革和新技术革命的双重冲击之下,许多地区的农业科技推广体系面临“线断人散网破”的困境.宝鸡市通过建立农业专家大院,成功地构建了新的农业科技推广体系.采用三重螺旋模型,从“农官学”三方互动的角度分析农业专家大院的运行机制.不同专家大院的绩效差别证明,技术推广制度创新必须符合市场经济规律,才能顺利将科技转化为生产力.Under the diplex impacts of economic mechanism reform and new technological revolution, the agriculture S＆T popularization systems in many regions are facing the difficulties of ＂lines broken, staffs leaving and networks damaged＂. Through the establishment of courtyards of agro-exports, Baoji has successfully constiuted a brand new agriculture S＆T popularization system. Adopting triple helix model, it analyzes the operation mechanism of courtyards of agro-exports from the perspective of ＂academy-agriculturegovern-ment＂ tri-lateral interaction. The different performances among the courtyards prove that in order to success-fully transform technologies into productivity, the institutional innovations must follow the rules of market e-conomy.
