摘　　要：The establishment and development of the regional economic organizations are on the rise.It has vital significations to the healthy development of regional economic organizations that summarizes the experiences and lessons in the term of the beginning and fall of the European Union and the Council for Mutual Economic Aid.Constructing the collective identity is the premise which the regional economic organization establishes and develops;The consummate benefit coordination mechanism is the lubricant that regional economic organization develops;The right and steady"spill-over"is the motivate of the development of the regional economic organization.Openness is the basic principle of the development of the regional economic organization and implementing the market economy is the cornerstone about the development of the regional economic organization.The establishment and development of the regional economic organizations are on the rise.
