摘　　要：现代经济发展中,国内外的实践经验证明,区域的竞争力取决于产业的竞争力,产业集群对区域经济发展特别是区域内中小企业的发展有非常重要的意义。探索产业集群作为增长极促进区域经济增长的作用机制,培育地方产业集群,建立区域可持续发展能力,是实现区域经济乃至整个国民经济竞争力提高的有效途径。In modem economic development, practical experience at home and abroad proves that regional competence depends on industrial competence and the industrial duster as growth pole is of great significance to regional economic development and especially to middle - sized and small enterprises development in the region. The effective way to realize the improvement of regional economic competence and total national economic competence is to cultivate local industrial duster and to cultivate regional sustainable development ability.
