奥地利维系河流健康生态的经验

摘　　要：维持河流健康生命日益成为国际社会的共识,1998～2000年奥地利启动的“健康河流行动”,体现了现代河流管理要强调把生态与防洪有机结合,努力实现恢复河流生态系统的六个原则:即自然发展、允许侵蚀、自然体系、自由流动、经济生态、大自然生长。这对我国正在探索的建设维系人水和谐的生态与环境具有积极的借鉴作用。Sustaining healthy lives of rivers has become the common understanding of international society. Austria has made great achievements in this respect and accumulated some experiences, in particularly they launched the ＂healthy river action＂ in 1988-2000. The modern river management in Austria places emphasis on an integration of ecological measures with flood control and tries to realize six objective principles for the restoration of river ecosystem, i＋e. natural development, erosion allowable, nature system, free movement, economic ecology and large nature growth. It is of great value for our country to draw on their experiences in the exploration of building a harmonized coexistence of human and water by sustaining ecology and environment.
