摘　　要：建设新农村急需农村有强大的产业来支撑，但现有的乡镇企业难以胜任。中小企业集群的发展能够为建设新农村提供资金支持，培养新型农民，促进农村城镇化以及调整农村产业结构。政府特别是地方政府应通过政策引导．对中小企业集群进行系统和科学规划，以此促进中小企业集群在农村的发展。The construction of new countryside anxiously needs the formidable industry supports, but existing rural enterprises are incompetent. Medium and small-size enterprise cluster may definitely provide the formidable industry supports for the construction of new countryside, it can foster new type farmers, accelerate urbanization of rural areas and restructuring industries of countryside. Governments, especially local ones should lead the development of the clusters, plan them systematically and scientifically.
