摘　　要：建立健全医学伦理委员会是我国生物医学领域尚未解决的重大课题。本文依据对医学伦理的重新定位及其国内外发展趋势、对现代科技双刃剑作用的避害选择的理论探讨与实例、我国生物医学研究急需全面规范及其现状分析,说明医学伦理委员会是医学发展的必然产物,探讨了IRB、HEC与MEC对于医学发展不可获缺的重要性。Establishing medical ethics council is a problem to be resolved in the biomedical sciences field of our country. Based on the re - evaluation on medical ethics and its developing trend in our country and abroad as well as the damage - avoiding theory against double - blade functions of modem science and technology, This essay points out that the national biomedical studies call for formal standards , and therefore demonstrates that a medical ethics council is the inevitable outcome of medical developments. It also explores the indispensable significance of IRB, HEC and MEC to developments of medical sciences.
