摘　　要：高新技术产业集群作为高新技术产业发展的有效形式,对高新技术产业的健康发展有着非常重要的作用。黑龙江省高新技术产业集群发展中存在着许多问题。需要切实实施黑龙江省高新技术产业发展人才战略,增强企业自主技术创新能力和水平,明确政府在高新技术产业群建设中的职能地位,以促进黑龙江省高新技术产业的发展。The high-tech industry cluster took as the effective form of the high-tech industry development ,has very important function to the health development of high-tech industry, there are many problems in the development process of Heilongjiang province high-tech industry, enhance enterprise＇s ability of independent innovation and the level, make clear the government＇s function in the construction of high-tech industry group, promote the development of Heilongjiang province High-tech industry.
