西部小企业与农村生态环境和谐共生框架的构造

摘　　要：西部小企业要实现可持续发展,离不开社会——经济——生态三者的和谐共生。西部小企业在发展中出现了与所处农村生态环境断裂的现象,本文认为其中的主要原因是资源条件恶劣、生产技术水平低下、对西部小企业的评价体系不完善、二元经济结构、与市场经济相适应的政府功能缺位等。进一步地,本文分析了建立西部小企业与农村生态环境的和谐共生的机制,并就如何因地制宜实现西部中小企业与农村生态环境的和谐共生提出了一些看法。认为需要转变经济增长的方式、优化产业结构、提高政府调控能力、完善西部小企业发展的评判机制。To realize sustainable development, the small-sized enterprise in western region shall be m the situation of harmonies symbiosis among society, economy and ecology. During the development, there is rupture between the small-sized enterprise and its rural ecological environment. The main reasons are bad resources conditions, low technological level, imperfect estimating system, the dual economical structure, and the government＂ s absence in market economy, etc. Furthermore, the mechanism of harmonies symbiosis is analyzed, and some countermeasures of how to realize the harmonies symbiosis according the western region conditions are given, including to change the ways of economic growth, to optimize industrial structure, to enhance the government macro regulation, and perfect the estimating system for small-sized enterprise in western region.
