摘　　要：从人性理念解读新《普通高等学校学生管理规定》,发现新规定有四大创新在大学生、教师、高校和社会的价值冲突中,要求以大学生的发展作为价值的起点和中心;依法行为,既是对大学生的要求,也是对管理者的要求;大学生恋爱和结婚是正常行为和正当权利;学籍管理要有利于学生发展,要重视特殊学生的利益。但新规定也有三大缺陷对大学生社团仍有误区,对差生的发展权重视不够,对大学生的生存权没有引起足够的关注。Comprehend the new Common University Student Management Rule from the human nature principle, can discover new prescriptive graveness creative. Among university student, teacher, high school with social value conflict, the request is used as the worth a point of departure with the development that university living with center; by law behavior, since it is to universay student, and also to governor; the university student falls in love or marry are normal behavior and legitimate fight; the student status management should be benefit to the student＇ development, value the benefits of the special student. But the new rule contain humanistic blemish, still there, is mistake area to university student＇s association, to differ the rare development power value, to concern more about university students＇ living right.
