摘　　要：分析西方政府绩效评价的实践发展阶段,特别是20世纪70年代以来西方大规模开展的“新公共管理”运动背景下绩效评价的运用和实践,总结其侧重点及发展趋势。基于我国政府绩效评价现状与存在的问题,提出西方实践对我国的启示,以期为我国政府绩效评价体系的构建提供参考,从而促进政府的绩效水平与行政能力的提高。The present paper surveys the practice, in the west, of the government competency assessment as has been implemented since the 1970s in the context of new public management movement, and points out its revelatory significance for the same in the Chinese situation.
