摘　　要：本文针对当前国内医疗改革的形势,为加强医疗成本的控制,结合当前医院经济管理的目的,对临床科室成本效益影响因素进行分析、筛选,结合专家咨询法(Delphi法)建立评价指标。评价指标包括临床科室运营过程、运营结果、运营趋势三个方面,共分三级,20个三级指标,并以层次分析法(AHP法)确定指标的权重系数。该指标体系可为提高临床科室的工作效率、控制医疗成本、降低病人费用起导向作用,为临床科室评价工作打下了坚实的基础。In order to find out an effective method strengthening the control of medical cost of clinical department in hospitals, it was analyzed and screened the factors that influenced on the cost and benefit of clinical departments , and then a set of evaluation targets system was established using Delphi method. This targets system consisted of 3 main targets, i. e. the operational process, the operational result and the operational trend of clinical departments . It included 3 total levels and had 20 sub - targets. The weighting coefficient of each sub - target was decided by means of analytic hierarchy process （AHP）. The target system could be used as a guide to improve the efficiency of clinical works, control the cost of medical treatments, and cut down patiants＇ expenses. Therefore , it is helpful to improve the hospital economic management.
