公路建设环境文明的思考

摘　　要：针对公路施工和运营对自然环境和社会环境造成的危害,提出公路建设环境文明的理念。公路建设环境文明的确立对公路沿线的环境保护、生态保护及公路自身的可持续发展具有重要意义。公路建设环境文明的内涵包括:项目前期的环境影响评价、公路建设施工期的环境监理、公路运营期的环境评价;公路建设环境文明的保障措施包括:法律手段、行政手段和公众参与,其中法律手段是解决环境危机的最终手段,行政手段是政府环境管理的重要职能。Based on the damage of highway construction and its service to natural environment and social environment, this paper puts forward the concept of environmental civilization, which is helpful to environmental protection and highway sustainable development. In order to solve the environmental damage, the authors discusse the environmental impact assessment, before highway construction environmental supervision during highway construction and the environmental assessment during highway service. Moreover, the authors narrate the way of how to ensure implementation of the environmental civilization, such as environmental protection law system, government environmental management, and public participation.
