摘　　要：随着2006年全国科技大会的召开,“十一五”规划的施行,科技创新成为我国增强国际竞争力的必然选择。增强我国的科技创新实力,高校将发挥重要作用,因此要大力建设科技创新研究团队,实现大兵团作战。围绕如何建设高校优秀创新研究团队,从人事制度、学科建设、基金制度改革、学术带头人、团队建设等方面进行了较为详细的论述,以期发挥高校人才、学科等优势建立起高水平的科研团队,提高科研原创能力,为我国的科技兴国服务。With 2006 National Scientific Meeting holding and 1 lth five- year program implementing, Scientific crea- tivity is necessary choice for improving our internationally competitive power. In terms Of enhancing our Scientific creativity power, Universities will play essential role, therefore paying an important attention to construct Scientifically creative team and tackle key problems. The passage is about how to construct excellent, creative research team in universities. In order to construct high level creative team by utilizing talents advantages, subjects advantages etc, enhance scientific original power, serve for our national booming by scientific technology, it discusses problems in details, such as personnel system, subject construction, reform of funding system, academic leader and team construction etc.
