生态城市指标体系功能分析

摘　　要：依据国家环保总局制定的生态城市指标体系，结合大庆市的实际情况对各项指标配置了权重。计算出1997～2003年反映大庆市生态城市现状和发展过程的几种评价指数，体现了生态城市指标体系的功能。大庆市生态城市建设目前发展状况良好，生态城市评价综合指数1997--2003年由0．701增加到0．802，各子系统的发展逐渐趋于平衡。产业结构比例的严重不平衡和财政分配体制的制约，是影响大庆市生态城市发展的主要因素。Based on index system of eco - city which is established by Natural Environmental Protection A- gency, the weight of every index is adopted according to Daqing actual conditions. Some evaluative indexes of Daqing eco- city present situation and development process from 1997 -2003 are calculated, which embodies the function of index system of eco - city. The results shows that Daqing eco - city generally develops in good conditions, the comprehensive index of eco- city increased from 0.701 to 0. 802 during 1997 -2003. The developmental level trends to harmony among the three subsystems. Deviation of industrial structure and distribution limit of state finance is the main influence factor of development of eco - city in Daqing.
