摘　　要：我国中小企业的发展目前存在着很多的瓶颈,比如说政府、市场、资本的瓶颈,而中小企业融资难则是其中一个重要的发展瓶颈。我国广大中小民营企业长期以来存在融资难的问题,特别表现在从银行系统间接融资难,这种现象与其对经济作出的贡献不成比例,并影响了经济发展的速度与质量。因此,大力发展多层次多元化的资本市场对解决中小民营企业融资难问题就具有重要意义,并分析得出宏观上的理论框架内容及其构建。Nowadays it is so difficult to raise money from both capital market and banking sector for those private owned SME in China that economy developing speed has been curbed. So we analyzed the reason for that and develop a systematic framework of constructing multi - layer and multi - side capital market in China trying to solve the problem to some extent.
