建立我国地方政府公债制度初探

摘　　要：本文从公共财政、市场经济、宪政观点出发,讨论建立我国地方公债制度的必然性与现实可行性。综合分析结果表明,从公共财政体制与法律建设角度看,目前建立我国地方公债制度的条件还不成熟,文章建议先在省和经济发达的市进行地方公债制度的试点,待各方面条件成熟再推行开来。Setting up chinese local goverment bonds system is a popular view now. Standing on the points of public finance, market conditions and fiscal constitutional system, the text analyzes the necessity and the possibility of setting up chinese local goverment bonds system.According to chinese present situation, the paper makes conclution that all kinds of conditions are not suit to set up the local goverment bonds system now, but that it is good idea of make a try to issue local bonds of the developed municipality and province goverment.
