摘　　要：随着政府目标责任制的实行,政府绩效评估问题引起了理论界的高度重视。政府绩效是由公务员创造的,因此,在政府绩效评估中对公务员考核策略的研究尤为重要。with the application of responsibility system of the government target, the problem about GPR estimation causes the theory field＇s great attention. GPR is led to by the civil service, so, the strategy of a checkg on the civil service is very importent.
