摘　　要：全面质量管理是一种文化,是一个公司的生活方式。在全面质量管理中,质量人才是第一要素,对全面质量管理的开展起到决定性的作用。本文通过分析全面质量管理的发展过程和含义,得出全面质量管理要以人为本的结论。根据我国目前全面质量管理中存在的问题,提出了几点建议。Total quality management is a kind of culture and life mode of a enterprise. The stuff with quality management consciousness is the important factor and key in the total quality management In the paper it is pointed that the soul of total quality management is human-based by analysis the development and content of total quality management. And it gives some advice to the Chinese enterprises.
