摘　　要：党中央提出构建社会主义和谐社会,而政府保持清正廉洁是构建和谐社会的重要因素。美国政府已经基本形成一个相对完整的政府行政伦理体系,而其体系的建设则经过了上百年的历程,是由他律转变为自律的过程。美国政府道德规范体系的构建经验对我国有一定的借鉴意义。The paper mainly deals with the experience and revelation to China of American government administrative ethics construction. The Party Central Committee makes a proposal that it should be important that to form harmonious society and keep honest in performing official duties. American government has mainly formed a relatively ideal administration ethic system. It has been set up since 100 years ago, and it has been retrained by itself. American experience maybe be useful for revelation to china.
