摘  要:人力资本、高水平大学、校长任期,是高等教育发展的三个关键之点。国际经验表明,大凡自然资源短缺的国家或地区,要实现现代化,都必须走“人力资本先导”的发展模式。高水平定位是构建高水平大学的前提,这是很多短期内一跃成为世界高水平大学院校的成功经验。大学校长任期与高水平大学的产生和发展直接相关,足够长的校长任期对高水平大学发展具有重要意义。Personnel capital, a high-caliber university and the tenure of presidency are three key elements securing the development of higher education. International experiences have shown that if a country or a region lacking natural resources wants to realize its modernization, it must adopt the development pattern of ‘personnel/ labor power taking the lead'. A high-caliber positioning is the prerequisite for setting up a high-caliber university, which has constituted the success experiences of universities which have leapt to high-level universities of the world. The tenure of the president has also direct bearing on the generation and development of a high-standard university, and therefore, a sufficiently long tenure of presidency is of great significance to the development of such a university.
