摘　　要：从科学发展观理念、城镇集聚与扩散和区域差异互补理论出发,剖析了哈尔滨都市圈协调发展中的主要问题。针对行政壁垒、重复建设、恶性竞争、生态环境保护与经济发展等问题,提出了协调发展的对策:加强都市圈规划;制定严格的土地利用空间管治;严格区域职能分工;加强生态系统网络维护;搭建共赢平台;调整行政区划;建立区域协调发展组织;建立利益共享风险共担政策;完善改进领导考核制度等。From the aspects of scientific development idea, city centralization and diffusion as well as complementary theory of regional disparity, this article explores the major problems in the coordinated development of Harbin metropolis circle. Aiming at a series of problems, such as administrative barrier, construction of redundant projects, cutthroat competition, ecological environment protection and economic development, etc, it proposes the countermeasures for the coordinated development of Harbin metropolis development. To strengthen overall plan of metropolis circle; formulate strict space governing of land utilization; strict functional division of labour in the region; intensify the network maintenance of ecosystem; build win - win platform; adjust unreasonable administrative divisions; set up development organization of regional coordination; construct policy of ＂profit and risk sharing＂; perfect and improve the leadership checking system, etc.
