高校突发公共危机的防范及解决机制的法律思考

摘　　要：公共危机的本质是社会结构的失衡。现今随着社会的转型和高校的改革变化,使得高校发展中增加了许多不确定的因素。这些因素在特定的时间、场合可能会激发矛盾,产生公共危机。目前,我国高校的公共危机发生的频率越来越高,种类越来越多,应对和处置的难度越来越大。不断深入地探索和认识高校危机形成、发生、发展的客观规律,并据此构建完备的危机防范及解决的法律机制,以有效的制度保障和有力的秩序控制去应对、调控和处置危机是高校持续稳定发展的根本保证。The essence of the public crisis is the off- balance of the social structure. Nowadays with the social transformation and the reformation changes in universities, some uncertain elements have been increasing in the course of the university＇ s devel oping. It is possible that these elements will arouse conflicts and cause public crisis at certain time and on certain occasions. At present, the happening frequency of the public crisis is becoming higher and higher, there are more varieties and it＇s more difficult to face and deal with in universities. Studying further and understanding of the objective law of its form, occurrence and developing, and setting up a complete anti - crisis and solving legal system to face, control and deal with the crisis in an effective protective system and powerful order control arc the guarantee of keeping steady development of the university.
