摘　　要：政府设立企业发展专项资金,主要用于重大产业化项目和技改项目投资补贴,重大技改项目的贷款贴息、技术创新项目的培育等。在投资水平上,努力提高技改项目的技术含量,同时,为适应经济全球化和建设全面小康社会,黑龙江省应该建立一种全新的企业竞争模式。The government should set up the fund of enterprise development mainly used to provide subsidy in the aspects of momentous industrialization item, technical reconstruct and technical innovation. In the level of investment, we should increase studiously technical contents. Our province should establish a kind of bran-new competition pattern to acclimatize ourselves to economic globalization and to construct a well-to-do society.
