摘　　要：在用市场手段解决环境危害与资源利用问题中,市场经济理论与实践是不完全相一致的,甚至是相互矛盾的。为了揭示这种矛盾性,从市场对环境的失灵,社会与个人利益,环境、资源、人口与经济增长的关系,以及资源开发技术的变化与资源有效利用方面,分析了市场经济在环境、资源与市场的关系方面存在的问题,提出了用法律手段解决资源与环境问题比市场手段更有效的观点。It was contradictory in theory and practice that market economic solved the problem of enviromental harm and resource utilization. For revealing the cause of the contradictory, this atiele analyzed and discussed the issue of environmental, resource and market in market economic with defeat,interests of social and one＇s person, relations of the enviroment, resource, population and economic growth, change of technology in resource exploitation,and then it put forward a view point that the legal form was more effect than market form in solving the problem of enviromental and resource.
