摘　　要：1. The cause of unbalanced international payment Since the implementation of reform and opening-up from the end of 1970＇s, due to the economic development and the gradually improved reliance on import, China used to witness the situation that exchange supply could not meet the demand, foreign exchange became a kind of resource in shortage. Therefore, we had to try every way to promote the export and increase the exchange reserve, it was an important economic task during that period.Under the condition that foreign trade surplus has kept large scale, the in-flow investment has kept bigger than out-flow, it is a certain case that the exchange income surpasses the expense.
