宏观调控中的中央与地方政府的协调问题

摘　　要：近年固定资产投资过热的主要原因之一,是房地产投资过热引起,土地违法批租又是房地产过热的源头。在经济利益驱使下,地方政府难以同中央政府有关把好土地关的政策相协调。而实行土地年租制则可以减少地方政府的利益冲动,增加地方政府的财政收入,可使财权事权相对应,加强规划和行政立法,是理顺中央与地方政府的有效工具。The overheated investment in fixed asset is mainly caused by overheated investment in real estate development. The illegal approval estate development. In pursuit of economic of land use is blame for overheated investment in real benefits, local governments cannot coordinate with the central government in implementing policies on land program can refrain local government＇ impulse to seek use approval. However, the annual land lease profit and increase local government＇s income and strengthen planning and administrative legislation. It is an effective tool to coordinate the central and local government.
