摘　　要：公益金作为一种过渡性、折中性的制度安排,与其产生时的工资制度、福利制度以及政治环境是相适应的。然而,随着改革的不断深入,现代企业制度的建立和完善,“公益金”的设置越来越显露出不能适应现代企业的要求,在运用过程中出现了一些问题,财政部要求所有企业自2006年4月1日起停止实行公益金制度。Community fund as a kind of arrangement of transitivity and compromise system adapts mutually with the wages system, the welfare system and political environments when it produces. However, along with the reform go deep into continuously, establishes and perfects modern enterprise system,＂community fund＂of setting up can＇t adapt the request of modern enterprise more and more,some problems appear in application process, ministry of finance requests all enterprises stop executing community fund system since April 1 in 2006.
