摘　　要：本文深入剖析了我国当前社会、经济、市场、科研体制机制"四大转型"的宏观背景,提出了农村科技工作要树立经营科技、经营农业、经营资源三大理念,力促现代农业科技与传统农业科技、农业科技与工业科技、农业技术与农村经济有机结合。在推动社会主义新农村建设中,要注重发挥农民的作用,主体回归农民;注重发展农产品精深加工,拓展农业产业链,效益回归农业;注重在农村培育新的产业,形成新的经济增长点,发展活力回归农村。The paper deeply analyses the macroscopic background of four - big transforms in our country, which relates to society, economy, marketplace and the mechanism of scientific research system, h is suggested that in the development of rural science and technology we need to set up three concepts, including management of science and technology, management of agriculture and management of resources, h is necessary to promote that modem agriculture science and technology organically combining with traditional agriculture science and technology, agriculture science and technology combining with industry science and technology, and agricultural technique combining with rural economy. In the new socialist rural construction, we need to regard the active effects of the peasant exertion, to attach importance to the deep and intensive processing of agricultural products for extending＂ agriculture industry - chain and making benefit returns to agriculture area, to pay attention to cultivation of new industry in rural area, in order to form new economic growth point.
