摘　　要：由于劳动力市场具有比其他市场更为复杂的特性，市场、政府与NGO这三种基本的资源配置方式在单独作用时更容易出现失灵问题。市场、政府与NGO三方合作的资源配置方式是一种相对有效的机制。对此。我国在一些地方进行的初步尝试已取得成效。Labor market＇s complexity is higher than any other markets, and it is easier to come into failure when market, government or NGO plays the function of distributing recourses by itself. A tap of the three-part cooperation of labor market, government and NGO is a relative efficient mechanism,which has been well proved by some cases experimented in some areas of China.
