摘　　要：论述了提高农村劳动力素质应转移到以能力为本。提出了利用有限的教育资源实施培训工程,并通过一系列有效就业、创业机制的建立,使中国农村劳动力在学习能力、就业能力、创业能力和自我发展业能力4个方面大力增强。这是实现农村剩余劳动力转移和新农村建设的根本。It should transfer to the ability development to improve the rural labor force quality by using the limited education resources to implement training project. Through establishing a series of effective employment mechanism and embark mechanism, the ability of Chinese rural labor force can be enhanced in four aspect a- bility,including learning capability, employment ability, embark ability and self - development ability, which are the basis of realizing the unified purchasing of surplus laborers transfer and the new rural reconstruction .
