摘　　要：阐述了制度创新对我国经济发展的重要作用,分析了技术、人才、管理与制度之间的关系,从而论证了“制度高于一切”的观点,最后,分析了制度创新对于促进我国经济发展的关键作用,并对西部发展提出了几点建议。This paper discusses the significant effects of institutional innovation on Chinese economical development, and analyses the relationship of technology, talent,management and institution, then concludes that institution is of super-priority. Finally,we point out the dominant effect of institution innovation on promoting our national economical development,and offer some institutional suggestions for the development of China＇ s western provinces.
