摘　　要：中国现行外语教育制度给当今社会带来了系列严重问题。该制度产生于20多年前的特定历史时期,有其历史合理性,但已经严重不符合中国的现实情况,并在社会学、法学、社会语言学、教育投资学以及国际比较等角度都存在明显的不合理性,急需改革。中国外语教育制度应遵循自愿化、专业化、基础化、区域化、激励化的系统改革构想。The paper points out the problems of the education system of foreign language in China, reviews the history of this system, and analyzes the falsehood of this system from the angles of sociology, law, social linguistics and educational investment. Lastly, the paper puts forward a systematic reform concept of studing foreign langnage voluntarily, specially, basically, regionally and encouragingly.
