农村乡镇企业发展中环境污染的成因分析与对策

摘　　要：目前,农村乡镇企业迅速发展的同时带来了严重的环境污染问题,各地的乡镇企业发展和污染成因各有特点。通过对浙东地区农村中环境问题的调查和分析,总结得出其几个主要的成因和新趋势:一是作坊式生产企业布局缺乏合理规划和有效的行政管理;二是中、大型污染企业治污费用转嫁;三是地方政府注重经济发展,对环境治理缺乏足够的重视等为构成当地环境污染的主要问题结症。为此,探讨了解决问题的思路,为农村乡镇企业发展和治理污染提供参考。Severe environment problem arises in the course of quick development of rural enterprise; the reason varies from different level of development and geographical location. Several problems were brought forward through investigation of several villages in east Zhejiang province： the fist in respect of family workshop production mode, local administrative management and reasonable territorial programming are not effective and satisfying; the second middle and large-scale enterprise transform pollution disposal money partially to some infrastructure construction and welfare of local people, thus alleviate itself of pollution treatment burden ; the third local government put more emphasis upon local economical development, leave environment problem in the second place the pollution problem is worsened and some rural area becomes serious, the measures should be taken to protect the environment from further deteriorating. The countermeasures are discussed correspondingly, and provided the references for the rural enterprise＇s development and harnessing the pollution.
