摘　　要：根据教育部、科技部《关于进一步加强地方高等学校科技创新工作的若干意见》精神,探讨了地方高校科技创新的制约因素和定位,从提高自主创新能力、创新平台建设、完善创新机制等方面,提出了构建地方高校自主创新体系的建议。According to the policy ＂On Further Strengthening the Work of Scientific and Technological Innovation in Local Colleges and Universities＂ which is from the Ministry of Education and the Ministry of Science and Technology, this paper discusses the constraining factors and orientation of the innovation of science and technology in local colleges and universities and puts forward some suggestions on setting up a system of independent innovation from the aspects of improving the ability of independent innovation, setting up a platform for innovation, perfecting the innovation mechanism, etc.
