摘　　要：中国是一个农业大国,农村的发展关系到国家的现代化和民族的伟大复兴,中西部的崛起尤其是中部崛起是当前我国现代化建设的重要环节。随着资源和能源问题的出现,建设节约型社会是当务之急,树立科学的发展观应该成为我国当前全社会的行为定位和价值规范。China is a great agricultural country, therefore the development of countryside is of vital importance to the nationg modernization and rejuvenation. With Middle -West China especially Middle China emerging on the horizon, which is the key link in our modernization with the occurring of the problems of resources and energy, the establishing of scientific development views should become the behavioral orientation and evaluation standard of society.
