摘　　要：在研究医疗行为的特性和影响因素的基础上,分析我国医疗机构当前体制和机制因素对医疗行为的影响,据此提出了规范医疗行为的政策框架。On the basis of studying characteristic of medical behavior and influencing factor, the article analyze influence to medical behavior caused by current mechanism and system of hospital in our country. In light of the research ,we put forward the policy frame regulating medical behavior.
