摘　　要：制度创新是区域经济协调发展的重要机制。天山南北坡经济带内兵地油并存的制度约束严重制约着该区域经济协调的发展。本文全面冷静地分析了天山南北坡经济带存在的若干体制性障碍,主要包括思想观念障碍、体制与制度性障碍、地区利益障碍、政策落实障碍等,并审慎地探索、研究通过制度创新推进天山南北坡经济带经济协调发展的战略思路与基本途径。Institution inovation is one of the important mechanisms to coordinate the development of economic in a local region. The coexistence of the production and construction corps, local government and petrolium administration in the economic zone of Tianshan Mountain greatly restricts the economic development of this region. In this paper, the authors outline the organizational barriers that exist in the economic zone of Tianshan Mountain. These barriers include concept and thoughts, mechanisms, interests in different regions, implementation of policy, etc. The authors also carefully explore and research possible ways of accelerating the economie growth in the economie zone of Tianshan Mountain.
