摘　　要：在人类发展理论和不丹模式的推动下,人力资源理论出现了重大转机,一种精神的超越与回归正在展开,其要旨乃是超越“将人单纯当作工具”的做法,重新关注、发现、成就人的根本需求、全面发展和真实幸福,重新回归到人的本位上来。人既是工具也是目的,人既是工具更是目的。人力资源理论侧重于人的工具性,人类发展理论侧重于人的目的性。工具受目的导引,为目的服务,GDP要服务于人的幸福。人力资源理论参与孕育了人类发展理论,人类发展理论超越了人力资源理论。从人力资源理论走向人类发展理论,用人类发展理论指导人力资源理论,是一个重要的发展趋势。Pushed by Human Development Theories and the Bhutan Model, human resource theories are taking a significant turn for the better, and the spiritual sublimafion and revival are under development, whose highlight is to exceed the idea that human beings are treated as means only, to pay attention again to, discover and fulfill the basic needs, comprehensive development and true happiness of human beings, and to restoring human-based values. Humans are not only means but also ends, more ends than means. Human resource theories emphasize particularly on human＇ s instrumental values, and human development theories emphasize particularly on human as an end. Means is guided by end, and serves end. CDP must serve human happiness. Human resource theories along with many other theories have gestated human development theories, and the latter surpasses the former. It is an important developing trend that human resource theories evolves into human development theories and the latter guides the former. Human development theories advocated by United Nations receive firstly the moisture of rain and dew of western great thinkers, and are now soaking uP the sunlight of eastern sages.
