和谐民族地区社会保障制度建设的问题与对策

摘　　要：民族地区现行社会保障制度与全面建设小康社会、构建社会主义和谐社会及建设社会主义新农村的需求不相适应。健全和谐民族地区的社会保障制度,必须坚持以科学发展观为指导,坚持从各族群众迫切需要解决的领域入手,坚持农村与城市统筹建设、协调推进,确立合理的利益机制,健全社保基金保值增值长效机制,做大社保基金,积极推进制度和措施的法制化,重视提高制度的运行效率,实现保障与发展的双赢。The present policy of social security is not suited to the needs of the development of the new way of country life. Therefore we should first analyze the needs of the people, guarantee the legitimacy of the social security policy and measures, so as to make the efficiency of implementation and the healthy development of it in the long run.
