摘  要:城市轨道交通项目的建设给城市的经济环境、社会环境和自然环境带来极大的次生环境影响,因此有必要对城市轨道交通次生环境影响进行切合实际的综合评价。在总结城市轨道交通次生环境影响评价基本特点的基础上,构建了城市轨道交通次生环境影响评价指标体系,给出了各个评价指标的量化方法和评价标准,从多个方面论证了城市轨道交通的正面效益更多地体现在其对城市的次生环境影响中。这一结论的得出为建立和完善城市轨道交通次生环境影响评价理论,正确进行城市轨道交通项目投资决策奠定了的基础。The construction of urban rail transportation brings enormous secondary environmental impacts on economic, social and natural environment, while all quarters of the project participation have often ignored the positive externality of them, and the main investors are very easy to reduce enthusiasm to participate in the construction of urban rail transportation for the safeguard of direct economic efficiency can not be obtained. So, it is enforced to carry on a realistically comprehensive evaluation on the secondary environment impacts on the construction of urban rail transportation. But now, there is little research on it in China. This paper, based on the summarization of the characteristics of secondary environmental impact evaluation, generalizes the major characteristics of secondary environment impacts on the construction of urban rail transportation, sets out its evaluation index system, gives each appraisal target the quantification method and the evaluation criteria, and proves that the positive benefit from urban rail transportation has shown more in urban secondary environment. It is an attempt to establish and perfect the current evaluation theory of secondary environment impacts on urban rail transportation, and lay a solid foundation on carrying on correct investment decision - making on urban rail transportation project.
