摘　　要：改革开放以来,我国疾病预防事业发展的社会环境发生了重大变化,依托苏联模式建立的疾病监测体系在运行机制方面存在的问题越来越多。本文分别从中央级水平和地方级水平深入分析了目前疾病监测体系运行机制中存在的问题,并分析其原因,提出相应的治理对策。Since the reform and opening - up, great changes have taken place in the social environments of the disease prevention in china. More and more problems exist in running mechanism of the national disease surveillance system based on mode of Russia, The article deeply analyzed these problems and the reasons in central level and district level, and put forward the corresponding strategies.
