摘　　要：研究目的：文章旨在通过对公私合作项目融资进行实证研究，为铁路和谐发展权益性结构融资解决方案提供借鉴。研究方法：通过抽象归纳，对公私合作项目融资进行了实证分析，以国内大型基础设施（包括铁路项目）成功实施公私合作项目融资进行类推，探讨了公私合作项目融资在铁路和谐发展中的应用。研究结果：在解决2个关键问题基础上，公私合作项目融资范式理论上能为铁路和谐发展实现权益性融资6000—8000亿元。研究结论：公私合作项目融资能够有效地解决铁路和谐发展融资结构失衡的问题，具备试点及推广的必要和环境。Research purposes： The paper intends to supply reference to the solutions to the structural equity capital in the course of the harmonious development of railway by positively studying on project financing of Public - Private - Partnership （PPP）. Research methods：By positively analyzing PPP project financing by abstracting and summing up, and taking a analogy about PPP project financing succeeded in domestic giant infrastructure fields （including railway projects）, the paper researches an application on PPP project financing in the harmonious development of railway. Research results：On the basis of resolving two cruxes, the paradigm of PPP financing will theoretically finance 600 800 billion RMB equity capital for the harmonious development of the railway. Research conclusions：PPP project financing can efficiently resolve the equity capital problem of being unbalanced. There are necessity and condition to practise and spread it.
