发展中国家建立农村医疗保障制度的经验及其启示

摘　　要：为了建立和完善农村医疗保障制度,通过分析部分发展中国家建立不同形式的农村医疗保障制度的做法和经验,得到促进我国农村医疗保障制度建设的若干结论和启示:强化政府的重视和支持、建立多层次多种形式的医疗保障制度、完善支付制度的内在激励机制、适度引入市场竞争机制、逐步建立城乡一体的医疗保障制度等。The paper has summarized some conclusions and implications on promoting China＇s rural healthcare security system based on the experiences in some other developing countries. It proves that the government should support to build multilevel urban-rural united healthcare security systems and healthcare relief system on the rural poverty, perfect incentive mechamism including transfer payment policy in China.
