摘　　要：针对我国大部分城市的轨道交通建设处于过渡期,客流量未达到人们预期的要求,轨道交通功能尚未充分发挥的情况,通过对南京市城市轨道交通现状及客流量偏低的原因分析,提出在轨道交通建设过渡期使单条或少数几条轨道交通线路充分发挥其功能的基本对策有:发展快速公交(BRT),与轨道交通配合成网;优化调整地面常规公交线网,与轨道交通有机衔接;政策引导,使地面常规公交与轨道交通共赢。Most of the urban rail transits in China are now in the transition period of construction： passenger flows do not reach the anticipated amount and the function of the urban rail transit has not been fully realized. Through the analyses of the current status of urban rail transit and the reasons for the low passenger flows, the author proposed the measures to make full use of single railway transportation or a few railway lines＇ transportation in the transition period.
