摘　　要：新国资监管体制下的国有企业企业家,是介于“人力资本”和“社会资本”之间的一类人力资本,他们还不完全是严格意义上的企业家,而只是所谓的“类企业家”。明晰这一点,对建构新国资监管体制下的国有企业企业家激励制度非常重要。Under the new supervision mechanism of state-owned assets, SOES entrepreneurs are a sort of special human capital, who are characterised between ＂human capital＂ and ＂social capital＂. Therefore, SOES entrepreneurs cannot be called ＂entrepreneurs＂ in a strict sense. Rather they are a kind of ＂quasi entrepreneurs＂. Knowing this is very important for the construction of incentive system of the SOES entrepreneurs under the new supervision mechanism of state-owned assets.
