摘　　要：论述了高等教育办学新理念,即必须坚持以人为本的理念;坚持改革创新的新理念;坚持“注重学术”的新理念。This paper deals with the new university operation theory in which priority is proposed to put on people and innovation is intended to carry through firmly to the end. In addtion, the thought of emphasis on schalorship can be found in this new theory.
